AN ACT Relating to smoking in state buildings; adding a new section to chapter 70.160 RCW; and creating a new section. 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 70.160 RCW to read as follows:

          (1) No state employee may smoke in any portion of a state owned or leased building that is occupied by state employees, except in designated areas.  Smoking areas may be designated only in enclosed rooms that have (a) a ventilation system that does not allow smoke dispersal beyond the smoking area and (b) a closed door at all times except when a person is entering or exiting the room.  Smoking areas shall not be designated in areas that are typically used by nonsmoking employees, such as restrooms and lunchrooms.

          (2) This section applies to all employees of the executive, judicial, and legislative branches of state government.

 

          NEW SECTION.  Sec. 2.     By January 1, 1987, the department of social and health services shall provide the legislature an evaluation of the compliance with section 1 of this act.  If necessary, the evaluation shall include recommendations for methods to increase compliance with section 1 of this act.
