AN ACT Relating to state information systems; amending RCW 43.19.500, 43.19.1923, and 43.105.080; adding a new section to chapter 43.19 RCW; creating new sections; providing an expiration date; and providing an effective date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The information systems management committee is hereby created.  The committee shall consist of the members of the legislative evaluation and accountability program committee and the director of financial management.

 

          NEW SECTION.  Sec. 2.     In respect to state telecommunications systems, the information systems management committee shall:

          (1) Review state statutes governing the telecommunication operations of the data processing authority and the department of general administration;

          (2) Review budgeted costs for telecommunications systems from July 1, 1979, through July 1, 1987, including equipment costs, numbers and costs of full-time equivalent employees, consultant costs, and estimated actual telecommunications costs which are not expressly budgeted as such;

          (3) Review proposals and studies relating to a combined state voice and data network;

          (4) Develop a voice and data network plan, including recommendations for a network management structure and phased integration of voice and data communications;

          (5) Submit the plan, together with any recommended statutory changes necessary to implement the plan, to the legislature by January 1, 1987; and

          (6) Consult with and advise the department of general administration and the data processing authority on telecommunications policy and strategy until the plan is approved by the legislature.

 

          NEW SECTION.  Sec. 3.     In respect to state data processing systems, the information systems management committee shall:

          (1) Review state statutes governing the data processing operations of state agencies and the data processing authority;

          (2) Review budgeted costs for data processing systems from July 1, 1979, through July 1, 1987, including equipment costs, numbers and costs of full-time equivalent employees, consultant costs, and estimated actual data processing costs which are not expressly budgeted as such;

          (3) Review data processing systems and determine whether productivity increases assumed in the planning of such systems have occurred;

          (4) Review plans for future state expenditures for data processing systems and determine whether a corresponding increase in productivity will occur;

          (5) Determine whether specific data processing goals and timetables should be set in statute; and

          (6) Submit a report, together with recommended statutory changes, to the legislature by January 1, 1988.

 

          NEW SECTION.  Sec. 4.     (1) To provide technical support to the information systems management committee, the information systems work group is hereby created.  The information systems work group shall consist of one staff member selected by the executive head or chairperson of each of the following agencies or committees:

          (a) Office of financial management;

          (b) Data processing authority;

          (c) Department of general administration;

          (d) Department of licensing;

          (e) The administrator of the courts;

          (f) Legislative evaluation and accountability program committee;

          (g) Ways and means committee of the senate; and

          (h) Ways and means committee of the house of representatives.

          (2) Meetings of the information systems work group may be called by any member of the group for the purpose of assisting the information systems management committee.  The department of general administration shall provide staff support to the committee and the work group.

          (3) To promote the purposes of this act, the department of general administration and the data processing authority shall provide the information systems management committee and the information systems work group with immediate access to all information relating to their duties.

          (4) Sections 1 through 4 of this act shall expire on June 30, 1988.

 

        Sec. 5.  Section 2, chapter 159, Laws of 1971 ex. sess. as last amended by section 2, chapter 41, Laws of 1982 and RCW 43.19.500 are each amended to read as follows:

          There is hereby created a fund within the state treasury designated as the "department of general administration facilities and services revolving fund".  Such revolving fund shall be used by the department of general administration for the payment of certain costs, expenses, and charges, as hereinafter specified, incurred by it in the operation and administration of the department in the rendering of services, the furnishing or supplying of equipment, supplies and materials, and for providing or allocating facilities, including the operation, maintenance, rehabilitation, or furnishings thereof to other agencies, offices, departments, activities, and other entities enumerated in RCW 43.01.090 and including the rendering of services in acquiring real estate under RCW 43.82.010.  The department shall treat the rendering of services in acquiring real estate as a separate operating entity within the fund for financial accounting and control.

          The schedule of services, facilities, equipment, supplies, materials, maintenance, rehabilitation, furnishings, operations, and administration to be so financed and recovered shall be determined jointly by the director of general administration and the director of financial management, in amounts which, together with any other income or appropriation, will provide the department of general administration with funds to meet its anticipated expenditures during any allotment period.

          The fund shall not be used to pay any costs of telecommunication or data transmission supplies, equipment, or services.

          The director of general administration may promulgate rules and regulations governing the provisions of RCW 43.01.090 and this section and the relationships and procedures between the department of general administration and such other entities.

 

        Sec. 6.  Section 43.19.1923, chapter 8, Laws of 1965 as last amended by section 12, chapter 21, Laws of 1975-'76 2nd ex. sess. and RCW 43.19.1923 are each amended to read as follows:

          There is created within the department of general administration a revolving fund to be known as the "central stores revolving fund", which shall be used for the purchase of supplies and equipment handled or rented through central stores, and the payment of salaries, wages, and other costs incidental to the acquisition, operation, and maintenance of the central stores, and other activities connected therewith, which shall include ((telecommunications and)) utilities services.  The fund shall be credited with all receipts from the rental, sale or distribution of supplies, equipment, and services rendered to the various state agencies.  ((The moneys held in the present central stores revolving fund created by section 4, chapter 160, Laws of 1943 are hereby transferred to the central stores revolving fund created by this section:  PROVIDED, That)) Central stores, ((telecommunications,)) utilities services, and other activities within the central stores revolving fund shall be treated as separate operating entities for financial and accounting control((:  PROVIDED FURTHER, That)).  Financial records involving the central stores revolving fund shall be designed to provide data for achieving maximum effectiveness and economy of each individual activity within the fund.  The fund shall not be used to pay any costs of telecommunication or data transmission supplies, equipment, or services.

 

        Sec. 7.  Section 1, chapter 129, Laws of 1974 ex. sess. as amended by section 116, chapter 3, Laws of 1983 and RCW 43.105.080 are each amended to read as follows:

          For the purposes of distributing and apportioning the full cost of data processing ((and data communication)) to its users and for the purpose of extending the useful life of state owned data processing ((and data communication)) equipment, and for such other purposes as may be necessary or convenient to carry out the purposes of this chapter, there is hereby created within the state treasury a revolving fund to be known as the "data processing revolving fund" which shall be used for the acquisition of data processing ((and data communication)) services, supplies and equipment handled or rented by the Washington state data processing authority or under its authority by any Washington state data processing service center designee, and the payment of salaries, wages and other costs incidental to the acquisition, operation and administration of acquired data processing services, supplies and equipment.  The data processing revolving fund shall be credited with all receipts from the rental, sale or distribution of supplies, equipment and services rendered to governmental agencies.  The data processing moneys  presently held in, or hereafter accruing to, the present central stores revolving fund created by RCW 43.19.1923 are hereby transferred to the data processing revolving fund created by this section.  As used in this section, the word "supplies" shall not be interpreted to delegate or abrogate the division of purchasing's responsibilities and authority to purchase supplies as described in RCW 43.19.190 and 43.19.200.

          The fund shall not be used to pay any costs of telecommunication or data transmission supplies, equipment, or services.

 

          NEW SECTION.  Sec. 8.  A new section is added to chapter 43.19 RCW to read as follows:

          The telecommunications account is created in the state treasury.  The account shall be credited with all receipts from the provision of telecommunication and data transmission supplies, equipment, and services to state agencies.  Moneys in the account may be spent only after appropriation by statute and only for telecommunication and data transmission supplies, equipment, and services and the payment of salaries, wages, and other costs incidental to the acquisition, operation, and administration of acquired data processing services, supplies, and equipment.

 

          NEW SECTION.  Sec. 9.     Moneys in the data processing revolving fund and the central stores revolving fund on the effective date of this section attributable to telecommunications and data communications, as determined by the director of financial management, shall be transferred to the telecommunications account created by section 8 of this act.

 

          NEW SECTION.  Sec. 10.    Sections 5 through 9 of this act shall take effect on July 1, 1987.
