AN ACT Relating to higher education; providing equal research opportunities at the research institutions; creating a new section; and making an appropriation.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

          NEW SECTION.  Sec. 1.     The legislature finds that the role of the research universities should receive greater recognition and emphasis in the transition and development of our state's economy.

          The legislature further finds, for example, that:

          (1) The quality of the ceramics engineering program at the University of Washington was key to the decision by Kyocera to locate in Clark county;

          (2) The reputation of the particle physics program at the University of Washington is a major advantage in the competition to locate the United States department of energy's super collider in Lincoln county.

          NEW SECTION.  Sec. 2.     It is the intent of the legislature to provide equal state support for research opportunities at the state research institutions.  The sum of twelve million three hundred seventy-one thousand dollars is appropriated from the general fund to the University of Washington for fiscal year 1987 for research and research support related to economic development.
