AN ACT Relating to the training of state employees; and adding a new section to chapter 41.04 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 41.04 RCW to read as follows:

          (1) The legislature finds that (a) employee training is an integral component of an individual's employment which contributes to both improving the employee's performance on the job as well as increasing the employee's promotional opportunities, (b) there are many employees with specific skills who would volunteer their time to train or assist in the training of other employees, (c) due to time constraints and job responsibilities many employees believe that they do not have adequate time to devote to training activities, and (d) employees who recognize the benefits of training but are unable to find adequate time during the working day would appreciate the opportunity to participate in voluntary training activities during their off-hours.  The purpose of this section is to authorize the use of state facilities for voluntary, off-hour, training activities.

          (2) An agency head may authorize the use of agency facilities by employees of the state for the purpose of off-hour training activities if the training is designed to improve the employees' job performance or promotional opportunities.  Under no circumstances may an agency head or any agency representative require an employee to participate in off-hour, voluntary training activities unless the employee is appropriately compensated.
