AN ACT Relating to salary surveys for state marine employees; and amending RCW 47.64.220.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

        Sec. 1.  Section 13, chapter 15, Laws of 1983 and RCW 47.64.220 are each amended to read as follows:

          Prior to collective bargaining and with the cooperation of the department of personnel, the marine employees' commission shall conduct a salary survey which shall be a public document comparing wages, hours, employee benefits, and conditions of employment of involved ferry employees with those of public and private sector employees ((within the state and Washington)) and state employees doing directly comparable and similar work,  giving consideration to factors peculiar to the area and the classifications involved.  If directly comparable or similar positions cannot be identified, the survey shall make comparisons with other public and private sector employees of similar skill levels, using an analysis of job elements and qualifications.  In conducting the salary survey required by this section, the commission shall make special note of instances where extra compensation is paid for hazardous duties or other considerations requiring extra compensation under specific circumstances.  Such extra compensation shall be noted separately from basic salary for purposes of full disclosure and visibility.

          The commission shall make such other findings of fact as the parties may request during bargaining or impasse.
