AN ACT Relating to agency mailing; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     (1) The legislature finds that agency mailings are not as cost-effective as they could be and that it is in the public interest to establish regulations governing agency mailing practices.

          (2) By January 1, 1987, the office of financial management shall make a study of agency mailing policies and practices.  By January 1, 1988, the office of financial management shall have adopted and enforced such procedures as it considers appropriate to implement the recommendations of its study in order to achieve cost-effectiveness in mailings.  Among other things, such procedures shall assure that agencies are not using excess postage by using inappropriately large envelopes.
