BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION.  Sec. 1.     The chief justice of the supreme court may appoint attorneys to serve as judges pro tempore of the court of appeals pursuant to rules adopted by the supreme court.

The rules shall be adopted by, and shall take effect on, July 1, 1986.  The rules shall establish qualifications for the attorneys appointed as judges pro tempore of the court of appeals.  Before entering upon the duties as judge pro tempore, the appointee shall take and subscribe an oath of office as provided for in Article IV, section 28 of the state Constitution.  No judge appointed under this section may serve more than ninety days.
