AN ACT Relating to the school administrators' academy; adding new sections to chapter 28A.03 RCW; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.03 RCW to read as follows:

          (1) Recognizing the importance of highly skilled administrators to our state's education system, the superintendent of public instruction shall develop, in cooperation with an academy advisory committee, and implement an annual school administrators' academy.

          (2) The academy advisory committee shall be composed of twelve members appointed by the superintendent of public instruction and include persons who are from the state board of education, school administrators, local school directors, principals, from institutions of higher education offering school administrator training programs, and from the private sector.

          (3) The superintendent of public instruction shall appoint an academy director to serve as staff director for the academy and chairperson of the advisory board.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 28A.03 RCW to read as follows:

          The plan for the annual school administrators' academy shall focus on methods of developing and refining the administrative and leadership skills of school administrators.  The plan shall provide for at least the following subjects to be covered:

          (1) Instructional leadership;

          (2) Clinical supervision;

          (3) Research and communications;

          (4) School-community relations;

          (5) Planning and goal setting; and

          (6) Optimum use of the school day and year.

 

          NEW SECTION.  Sec. 3.     The sum of seventy-five thousand dollars, or as much thereof as may be necessary, is appropriated for planning for the school administrators' academy for the 1985-86 fiscal year and the sum of .......... dollars, or so much thereof as may be necessary, for planning and implementation of the school administrators' academy for fiscal year 1986-87, from the general fund to the superintendent of public instruction.
