AN ACT Relating to the powers of the housing finance commission; amending RCW 43.180.140; and declaring an emergency.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

        Sec. 1.  Section 14, chapter 161, Laws of 1983 and RCW 43.180.140 are each amended to read as follows:

          The commission shall adopt rules providing for financing assistance to implement cost-effective energy efficiency improvements.  These rules shall include provisions requiring an energy audit as a condition of financing assistance from the commission.  The rules shall be adopted not later than July 1, 1985.

NEW SECTION. Sec. 2.     This act is necessary for the immediate preservation of the public peace, health, and safety, the support of the state government and its existing public institutions, and shall take effect immediately.
