AN ACT Relating to the liquor revolving fund; amending RCW 66.08.190; adding a new section to chapter 66.08 RCW; and repealing RCW 66.08.200 and 66.08.210.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

        Sec. 1.  Section 6, chapter 175, Laws of 1957 and RCW 66.08.190 are each amended to read as follows:

(1) When excess funds are distributed, all moneys subject to distribution shall be disbursed as follows:

          Fifty percent to the general fund of the state((, ten percent to the counties of the state, and forty percent to the incorporated cities and towns of the state.)); fifty percent to the unincorporated population of the counties and incorporated population of cities and towns each on a per capita basis, the populations to be determined by the office of financial management, to be phased in beginning July 1, 1986, as follows:

(2) With regard to the share or distribution, the computation shall be made by the state agency collecting the same.

NEW SECTION. Sec. 2.  A new section is added to chapter 66.08 RCW to read as follows:

          (1) No county in which the sale of liquor is forbidden in the unincorporated area thereof as a result of an election is entitled to share in the distribution of moneys from the liquor revolving fund.  "Unincorporated area" means all that portion of any county not included within the limits of incorporated cities and towns.

          (2) No city or town in which the sale of liquor is forbidden as the result of an election is entitled to share in the distribution of moneys from the liquor revolving fund.

NEW SECTION. Sec. 3.  The following acts or parts of acts are each repealed:

                   (1) Section 7, chapter 175, Laws of 1957, section 2, chapter 110, Laws of 1977 ex. sess., section 167, chapter 151, Laws of 1979 and RCW 66.08.200; and

          (2) Section 8, chapter 175, Laws of 1957, section 3, chapter 110, Laws of 1977 ex. sess., section 168, chapter 151, Laws of 1979 and RCW 66.08.210.
