AN ACT Relating to internships and training for certificated employees; and adding new sections to chapter 28A.70 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.70 RCW to read as follows:

          (1) After July 1, 1987, a person shall not be eligible for certification until the person has successfully completed one full academic year of internship experience under the direction of a mentor team in a local school district.  This internship shall be performed after the completion of the academic course work.

          (2) Interns, not currently employed by a school district, shall be provided a stipend for expenses of two hundred fifty dollars a month by the state from moneys designated for that purpose.  The interns shall not be considered employees for any purpose and the stipend shall not be deemed compensation.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 28A.70 RCW  to read as follows:

          (1) Each mentor team shall be composed of a certificated employee currently working and experienced in the area in which the prospective employee plans to work and an administrator in the school or school district.  The team shall determine whether or not the intern should be recommended for certification.  The team shall submit the recommendation to the superintendent of public instruction.

          (2) Each mentor team member, but only for a maximum of two members on a team, shall receive from state moneys designated for that purpose five hundred dollars for each intern for a school year.  This sum shall not be deemed compensation for the purposes of the teachers' retirement system under chapter 41.32 RCW.  The district shall release the mentors from their regular duties for eighteen full days during the school year to work directly with the intern.
