AN ACT Relating to correctional institutions; adding a new section to chapter 43.19 RCW; adding a new section to chapter 72.09 RCW; creating a new section; and repealing RCW 43.19.535.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 72.09 RCW to read as follows:

          The department of corrections and department of general administration shall develop the following for legislative review:  (1) A plan for production within the department of corrections of one or more commodities not currently being produced within the department for use within all state institutions and which may be sold to state correctional systems in other states; (2) a plan for purchasing commodities produced by correctional systems located in other states to the degree the plan would be cost-effective and would involve reciprocal marketing agreements between the several states represented; and (3) a plan to purchase, where cost-effective, materials used in the production of prison-made goods jointly with prison industry programs in other states. The plans shall be submitted to the legislature by March, 1986.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 43.19 RCW to read as follows:

          State agencies and departments shall purchase all articles or products required by the agencies or departments which are produced or provided in whole or in part from an inmate work program operated by the department of corrections.  These articles and products shall not be purchased from any other source unless, upon application by the department or agency, the department of general administration finds that the articles  or products do not meet the reasonable requirements of the agency or department or are not of equal or better quality than that produced by the private sector.

 

          NEW SECTION.  Sec. 3.     (1) The department of corrections shall report to the legislature by July 1, 1986, on the methods used to evaluate the effectiveness of the prison work program in rehabilitating inmates and reducing recidivism and the fiscal impact of the program on the budget of the department of corrections.

          (2) It is the intent of the legislature that the prison work program accomplish the following goals:

          (a) The employment of five hundred sixty-one inmates as of the effective date of this act be increased to the employment of approximately eight hundred fifty inmates in jobs other than those involving traditional institution support duties by January 10, 1987;

          (b) The forty-five thousand three hundred eighty-seven dollars which were returned to the general fund as of fiscal year 1984 be increased as the number and variety of industries increase;

          (c) The square footage used for the prison work program which is one hundred twenty thousand square feet as of the effective date of this act be increased to two hundred four thousand square feet by January 10, 1987; and

          (d) The sales which for fiscal year ending June 30, 1984, totaled five million five hundred ninety thousand dollars and which are projected to total eight million one hundred thousand dollars for the fiscal year ending June 30, 1985, be increased to ten million dollars in the fiscal year ending June 30, 1987.

!ixThe department of corrections shall report to the legislature by January 10, 1987, on the progress made towards the accomplishment of the goals under this subsection.

 

          NEW SECTION.  Sec. 4.  Section 15, chapter 136, Laws of 1981 and RCW 43.19.535 are each repealed.
