AN ACT Relating to a Puget Sound port council; and adding a new chapter to Title 53 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The Puget Sound port council is hereby created.  The council shall consist of seven members representing port districts with facilities on Puget Sound.  The members shall be appointed by the governor from nominees submitted by the port district commissioners from each of the port districts with facilities on Puget Sound.  Only one nomination may be made by each port district.  Of the initial members, three shall serve for four years, three shall serve for three years, and one shall serve for one year.  Thereafter all members shall serve for terms of four years.

          The members shall elect a chairman from among their number who shall preside at meetings of the council.  The council shall meet at least quarterly at the call of the chairman or a majority of the members of the council.

          Members of the council shall receive no compensation but shall be reimbursed for travel expenses in accordance with RCW 43.03.050 and 43.03.060.

 

          NEW SECTION.  Sec. 2.     As used in this chapter, "council" means the Puget Sound port council created in section 1 of this act.

 

          NEW SECTION.  Sec. 3.     The council shall have the following powers and duties:

          (1) To develop a long-range plan for the port districts of Puget Sound;

          (2) To promote and encourage agreement on rates to be charged for services by the port districts of Puget Sound;

          (3) To coordinate the business activities of the port districts of Puget Sound;

          (4) To develop plans for the cleanup of Puget Sound and the elimination of pollution in Puget Sound;

          (5) To promote and encourage the elimination of duplication of services provided by the port districts of Puget Sound;

          (6) To develop fair pricing procedures for the port districts of Puget Sound; and

          (7) To report annually to the governor on its progress under this chapter.

 

          NEW SECTION.  Sec. 4.     The council may employ such staff, consultants, and other personnel as it may determine necessary to carry out is duties under this chapter.

 

          NEW SECTION.  Sec. 5.     The council may appoint such advisory committees on subject matters within its jurisdiction as may be necessary or desirable in carrying out its duties under this chapter.  Members of these advisory committees shall receive no compensation but shall be reimbursed for travel expenses under RCW 43.03.050 and 43.03.060.

 

          NEW SECTION.  Sec. 6.     The council may receive such gifts, grants, and endowments from public or private sources as may be made from time to time, in trust or otherwise, for the use and benefit of the purposes of the council and expend the same or any income therefrom according to the terms of the gifts, grants, or endowments.

 

          NEW SECTION.  Sec. 7.     Sections 1 through 6 of this act shall constitute a new chapter in Title 53 RCW.
