AN ACT Relating to public employees; adding a new section to chapter 41.04 RCW; and declaring an emergency.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 41.04 RCW to read as follows:

          The salary of any employee of the state of Washington or any of its political subdivisions or of any institution supported in whole or in part by the state or any of its political subdivisions shall not be increased on an annual basis by more than ten percent.  Payments or awards made under the state employees' suggestions awards program or the employee incentive pay program of chapter 41.60 RCW shall not be counted within this limitation.

NEW SECTION. Sec. 2.     This act is necessary for the immediate preservation of the public peace, health, and safety, the support of the state government and its existing public institutions, and shall take effect immediately.
