AN ACT Relating to public disclosure by large political campaign contributions; adding a new section to chapter 42.17 RCW; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The legislature recognizes that the people have a right to know of large individual campaign contributions to candidates, parties, or political committees supporting or opposing ballot propositions.  The legislature declares that the responsibility of reporting these contributions should be on the contributor.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 42.17 RCW to read as follows:

          (1) As used in this section, "person" means only an individual, natural person.

          (2) Any person who makes, in the aggregate, five thousand dollars or more in campaign contributions in a single calendar year shall file a report with the commission when that amount is reached or exceeded, and shall file thereafter during that year under the same schedule as required for candidates and campaign treasurers by RCW 42.17.080.

          (3) The report shall indicate the amount of all contributions made during the calendar year, to whom they were made, and when they were made.

          (4) Whenever a candidate or political committee receives a total of two thousand five hundred dollars in any calendar year from any person, the candidate or committee shall give that person written notice of the requirements of this section, reminding the person that he or she has contributed at last half of the amount requiring contributor reporting and filing with the commission.
