AN ACT Relating to capital expenditure planning; and adding a new section to chapter 43.88 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.   A new section is added to chapter 43.88 RCW to read as follows:

          (1) Each omnibus capital appropriations act shall include:

          (a) A capital appropriations plan for each of the next four ensuing fiscal biennia;

          (b) The source of funding and priority for each capital project identified under (a) of this subsection; and

          (c) An estimate of the operating costs for the next four ensuing fiscal biennia for each capital project exceeding one million dollars in capital costs.

          (2) The legislature shall establish a ten-year debt financing plan, which shall be updated every two years.

          (3) The legislature shall establish a ten-year capital expenditure prioritization plan, which shall be updated every two years.
