AN ACT Relating to elections; and adding new sections to chapter 42.17 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.     For the purposes of sections 2 through 4 of this act, the term "person" means only an individual person.  All other terms, except where the context clearly indicates otherwise, have the meanings prescribed for them in RCW 42.17.020.

NEW SECTION. Sec. 2.     Any person who contributes in excess of one thousand dollars to a candidate or a candidate's campaign or has contributed more than ten thousand dollars total in one calendar year towards state campaigns shall file with the commission the statement of financial affairs required under RCW 42.17.240 before making the contribution or expenditure that causes the specified amount to be exceeded.  A copy of this statement shall be filed along with the campaign financing reports required under RCW 42.17.040 through 42.17.105 that are filed by candidates or political committees that receive the contribution.

NEW SECTION. Sec. 3.     No candidate for the office of state senator or state representative may accept a contribution that is not made in compliance with section 2 of this act.

NEW SECTION. Sec. 4.     If any provision of this act or its application to any person or circumstance is held invalid, the remainder of the act or the application of the provision to other persons or circumstances is not affected.

NEW SECTION. Sec. 5.     Sections 1 through 3 of this act shall be added to chapter 42.17 RCW.
