AN ACT Relating to water quality; and adding a new section to chapter 90.48 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 90.48 RCW to read as follows:

          (1) By July 1, 1986, all sewage treatment facilities that use combined sewer overflows shall submit a plan to the department of ecology for the eventual elimination of the combined sewer overflows.  The plan shall address various options for elimination, including construction of storage tanks for sewage and separation of sewage and storm water transport systems.

          (2) By December 1, 1986, the department of ecology shall report to the legislature any statutory changes necessary to implement the plans described in subsection (1) of this section.  Any requests for state funding shall be included in this report.

          (3) After January 1, 1995, no wastewater permits may be issued to facilities that use combined sewer overflows.
