AN ACT Relating to school administrators; adding a new section to chapter 28A.03 RCW; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.03 RCW to read as follows:

          (1) The superintendent of public instruction shall establish an intern-principal program to help produce better qualified principals throughout the state.

          (2) As funds are available, with consideration for rural and urban diversity, the quality of the training programs proposed, and the number of anticipated vacant positions for principals, the superintendent of public instruction shall select annually school districts to participate in the program.  Participating school districts shall relieve the selected certificated employees from their regular duties half-time during the school year for on-the-job training in the multiple roles and duties of a school principal.

          (3) The superintendent of public instruction shall establish a panel with applicable backgrounds to study the effectiveness of the intern-principal program and shall report its findings and recommendations periodically to the legislature.

 

          NEW SECTION.  Sec. 2.     The sum of nine hundred thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1987, from the general fund to the superintendent of public instruction for the purposes of providing funding for approximately seventy-five intern-principal positions under section 1 of this act.
