AN ACT Relating to the support of the community colleges; adding a new section to chapter 43.79 RCW; creating a new section; repealing RCW 43.79.201 and 43.79.202; providing an effective date; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 43.79 RCW to read as follows:

          All revenues derived after the effective date of this act from land granted by the United States government to the state for charitable, educational, penal, and reformatory institutions by section 17 of the Enabling Act shall be deposited in an account in the general fund to be known as the community college trust land account.  Moneys in the fund may be spent only for capital purposes of the community colleges after legislative appropriation.

          This section does not apply to that certain one hundred thousand acres of such land assigned for the support of the University of Washington by chapter 91, Laws of 1903 and section 9, chapter 22, Laws of 1893.

 

          NEW SECTION.  Sec. 2.     All moneys in the state treasury to the credit of the charitable, educational, penal, and reformatory institutions account on the effective date of this act shall be transferred to the community college trust lands account.

 

          NEW SECTION.  Sec. 3.  The following acts or parts of acts are repealed:

                   (1) Section 43.79.201, chapter 8, Laws of 1965, section 2, chapter 135, Laws of 1965 ex. sess. and RCW 43.79.201; and

          (2) Section 43.79.202, chapter 8, Laws of 1965 and RCW 43.79.202.

 

          NEW SECTION.  Sec. 4.     This act is necessary for the immediate preservation of the public peace, health, and safety, the support of the state government and its existing public institutions, and shall take effect July 1, 1985.
