AN ACT Relating to "street kids"; creating a new section; making an appropriation; and providing an expiration date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     (1) There is hereby established a pilot project for the creation of multiservice centers that provide service to youth who are living in dangerous urban environments and are commonly called "street kids."

          (2) The centers shall be located in an urban area readily accessible to intended clientele.

          (3) The centers shall directly provide, or insure provisions of, the following services:  Food, outreach and casework, educational services, medical care, employment services, emergency shelter, and other appropriate services.

          (4) The department of social and health services shall establish at least one of these centers in a county of class AA, A, or B.

          (5) It is the intent of the legislature that centers created by this project shall:

          (a) Reduce or eliminate the use of receiving homes for adolescents;

          (b) Reduce the inappropriate use of crisis residential services; and

          (c) Reduce the number of youth who are involved in prostitution or who are at risk of injury or other danger.

          (6) Services provided by centers shall be voluntary and shall not be related to the juvenile justice system or the involuntary commitment of youth.

          (7) The department of social and health services shall report to the legislature by January 1986, on the implementation of this act.

 

          NEW SECTION.  Sec. 2.     The sum of ..... dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1987, from the general fund to the department of social and health services for the purposes of this act.

 

          NEW SECTION.  Sec. 3.     This act shall terminate on June 30, 1987.
