TO THE HONORABLE RONALD REAGAN, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:

          We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

          WHEREAS, There is growing public awareness and concern regarding the hazards of tobacco smoke to smokers and nonsmokers alike; and

          WHEREAS, Allowing smoking in workplaces and other closely confined places exposes all persons within those areas to risks associated with cigarette smoking; and

          WHEREAS, Dangerous levels of carcinogens are found in many smoke-filled rooms, and measurements have shown that these levels often substantially exceed the concentrations normally considered in outdoor environments to be hazardous to health; and

          WHEREAS, Cigarette smoke is likely the most dangerous indoor air pollutant in the American workplace today;

          NOW, THEREFORE, Your Memorialists respectfully pray that the President and Congress recognize the considerable hazards of smoking to nonsmokers and prohibit smoking in federal buildings except in designated smoking areas.

          BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Ronald Reagan, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
