AN ACT Relating to financial institutions; adding a new section to chapter 39.58 RCW; and creating new sections.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     For the purposes of sections 2 through 5 of this act, "valid photo identification" means any personal photographic identification that is properly executed and lawfully issued  by the government of the state of Washington or the United States to the person who negotiates the check or assigns the warrant to the financial institution.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 39.58 RCW to read as follows:

          In order to qualify as a public depositary under this chapter, a financial institution shall, upon presentation of valid photo identification and without requiring a deposit or payment of a fee in excess of a total of one dollar per check or warrant, cash checks or warrants issued in payment of benefits to recipients of public assistance authorized by chapter 74.04 RCW, workers compensation, unemployment compensation, or social security, or issued as refunds of federal income tax.  This requirement is in addition to any other requirement imposed under this chapter.

 

          NEW SECTION.  Sec. 3.     The public deposit protection commission shall adopt rules as necessary under chapter 34.04 RCW to carry out the purposes of this act.
