AN ACT Relating to an alcohol awareness program; and amending RCW 43.08.250.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

        Sec. 1.  Section 338, chapter 258, Laws of 1984 and RCW 43.08.250 are each amended to read as follows:

          (1) The money received by the state treasurer from fees, fines, forfeitures, penalties, reimbursements or assessments by any court organized under Title 3 or 35 RCW, or chapter 2.08 RCW, shall be deposited in the public safety and education account which is hereby created in the state general fund.  The legislature shall appropriate the funds in the account to promote traffic safety education, highway safety, criminal justice training, crime victims' compensation, judicial education, the judicial information system, winter recreation parking, and state game programs.

          (2) The legislature may also appropriate funds in the account to establish and maintain an alcohol awareness program aimed at persons between fifteen and twenty-five years of age.  Funds appropriated by the legislature for this purpose shall be dedicated exclusively to the implementation and operation of an alcohol awareness program administered by the department of social and health services under the following conditions:  (a) The program shall be performed under performance-based contracts with facilities licensed under chapter 71.12 RCW or approved treatment facilities under chapter 70.96A RCW; (b) the alcohol awareness program shall be directed towards youth of teenage driver ages up to young adults under twenty-five years of age;  (c) the program shall include but not be limited to presentations and activities and educational curricula designed to illustrate the dangers of alcohol misuse and the effects and impairments on the body and to prevent drunk driving; and (d) the superintendent of public instruction, local school districts, institutions of higher education, and vocational-technical institutions shall cooperate with the department of social and health services in the activities to promote alcohol awareness.  In addition to the funds provided under this subsection, the department of social and health services may solicit and accept gifts and grants for the purposes of this program.  The department shall present the plans for the program to the legislature no later than January 1, 1986.
