AN ACT Relating to salmon artificial propagation; adding new sections to chapter 75.48 RCW; and creating a new section.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION.  Sec. 1.     It is the intent of the legislature to preserve and enhance the salmon resources of the state by providing positive direction based upon known successful expansion of artificial propagation of all species of salmon, at the direction of experienced hatchery personnel.  It is the goal of the legislature to annually seed the waters of the state with one billion or more migrant-size young salmon.

NEW SECTION.  Sec. 2.     (1) All salmon hatcheries, property, facilities, and equipment owned or hereafter acquired by the state for the purpose of artificial propagation of salmon shall be placed under the authority of the salmon culture division of the department of fisheries.

          (2) The director of fisheries shall give first consideration to the goal established by section 1 of this act to annually propagate at least one billion migrant-size salmon.  The propagated salmon shall be at least thirty-day fed fry.

          (3) This section is not intended to detract from the declared objective of the department of fisheries to protect and enhance natural spawning areas while providing for the release of artificially propagated salmon.

NEW SECTION.  Sec. 3.     Sections 1 and 2 of this act shall be known as the salmon artificial propagation act.

NEW SECTION.  Sec. 4.     Sections 1 and 2 of this act are each added to chapter 75.48 RCW.
