AN ACT Relating to employee suggestion awards; adding new sections to chapter 28A.02 RCW; making an appropriation; and providing an effective date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The board of directors of any school district may establish and maintain an employee suggestion program to encourage and reward meritorious suggestions by certificated and classified school employees.  The program shall be designed to promote efficiency and economy in the performance of any function of the school district.  Each board establishing an employee suggestion program shall establish procedures for the proper administration of the program.

 

          NEW SECTION.  Sec. 2.     The board of directors of the school district shall make the final determination as to whether an employee suggestion award will be made and shall determine the nature and extent of the award.  Fifty percent of each award shall be paid by the school district and fifty percent shall be paid from the school employee suggestion award account.  No award may be granted in excess of one thousand dollars.  Employee suggestion awards provided under this chapter shall not be included under any public retirement system of this state and shall not be considered compensation or salary under RCW 28A.58.095.

 

          NEW SECTION.  Sec. 3.     There is created in the office of the state superintendent of public instruction an account to be designated the school employee suggestion award account.  The school employee suggestion award account shall be administered by the state superintendent of public instruction and shall be used solely to match employee suggestion awards granted by school districts.  The superintendent of public instruction is authorized to adopt reasonable and necessary rules to administer the school employee suggestion award account.

          Moneys from the school employee suggestion award account shall be paid by the superintendent of public instruction upon receipt of proper notice from the board of directors of a school district that an award has been made.

 

          NEW SECTION.  Sec. 4.     There is appropriated to the school employee suggestion award account from the state general fund for the biennium ending June 30, 1987, the sum of forty-five thousand dollars.

 

          NEW SECTION.  Sec. 5.     Sections 1 through 3 of this act are added to chapter 28A.02 RCW.

 

          NEW SECTION.  Sec. 6.     This act shall take effect on August 1, 1985.
