AN ACT Relating to state-owned housing; adding a new chapter to Title 43 RCW; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The legislature recognizes the need for certain types of state facilities within departments such as natural resources, corrections, fisheries, game, social and health services, and parks and recreation to maintain on-site twenty-four hour coverage and security.

          The means of assuring this protection and services is by establishing on-site living facilities for certain state employees.  Since residing in state-owned living units is virtually mandatory in all locations, the legislature recognizes the restrictions and hardship placed on those state employees who must reside in state-owned living units.

 

          NEW SECTION.  Sec. 2.     Beginning July 1, 1985, the state shall provide housing as specified under section 1 of this act, without cost to the employee.

 

          NEW SECTION.  Sec. 3.     The state shall maintain the facility in a safe, clean, healthful, and energy efficient environment.

 

          NEW SECTION.  Sec. 4.     The department of general administration shall, in conjunction with the affected agencies and exclusive representatives of the employees, determine and establish a prorated utility charge to the employee that reflects costs accrued that exceed reasonable use.

 

          NEW SECTION.  Sec. 5.     Sections 1 through 4 of this act shall constitute a new chapter in Title 43 RCW.

 

          NEW SECTION.  Sec. 6.     This act is necessary for the immediate preservation of the public peace, health, and safety, the support of the state government and its existing public institutions, and shall take effect immediately.
