AN ACT Relating to the business license center; amending RCW 19.02.035; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The board of review for the business license center, with the assistance of the business license center, shall conduct a study to increase the number of business licenses within the system and develop a comprehensive plan outlining:

          (1) What business licenses should be included within the system with specific time lines for their inclusion;

          (2) The appropriate funding mechanism to support the business license center's activities; and

          (3) Recommendations on the most effective and appropriate manner to develop cooperative agreements among state agencies with licenses within the system, with special emphasis on appropriate data base sharing.

          The board shall submit its report to the legislature by December 1, 1985.

 

        Sec. 2.  Section 4, chapter 182, Laws of 1982 and RCW 19.02.035 are each amended to read as follows:

          The business license center shall compile information regarding the regulatory programs associated with each of the  licenses obtainable under the master license system.  This information shall include, at a minimum, a listing of the statutes and administrative rules requiring the licenses and pertaining to the regulatory programs that are directly related to the licensure.  For example, for pesticide dealers' licenses, the information shall include the statutes and rules requiring licensing as well as those pertaining to the subject of registering or distributing pesticides.

          The business license center shall compile information regarding state and, to the extent possible, federal and local government business license requirements.  Notice of the availability of this information shall be provided at each headquarters and local field office of state agencies with licenses within the system, local government agencies which issue business licenses, and chambers of commerce.

          The business license center shall provide information governed by this section to any person requesting it.  Materials used by the center to describe the services provided by the center shall indicate that this information is available upon request.

          The business license center shall actively promote the activities described in this section.
