AN ACT Relating to education; creating a new section; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     (1) The superintendent of public instruction shall develop a pilot program providing coupons to take courses not offered at the student's high school or as part of a district program or interdistrict program to high school students.  The coupons shall be used for elective courses.  This program shall be in addition to programs and requirements under RCW 28A.58.242, 28A.58.243, and 28A.58.245.  The coupons may be used for courses approved by the administrator of the student's high school, if space is available, at another high school, a community college, a vocational-technical institute, or a state institution of higher education.  The institution which the student attends may redeem the coupon for the share of the state's per pupil cost at the student's high school for that period of time spent in class at the receiving institution under rules adopted by the superintendent of public instruction.

          (2) The superintendent of public instruction shall select five school districts with diverse characteristics to participate in the program under subsection (1) of this section.

          (3) The participating school districts shall submit reports to the superintendent of public instruction evaluating the program including student progress, the satisfaction of students, parents, and teachers with the program, and recommendations about the program.  The superintendent of public instruction shall evaluate the reports and submit recommendations to the legislature by January 1, 1987.

          (4) This section shall expire January 1, 1987.

 

          NEW SECTION.  Sec. 2.     The sum of forty-nine thousand five hundred dollars, or as much thereof as may be necessary, is appropriated for the period beginning July 1, 1985, and ending January 1, 1987, from the general fund to the superintendent of public instruction for the administrative costs of carrying out this act.
