AN ACT Relating to school district consultation, evaluation, and assistance program; and adding a new section to chapter 28A.03 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.03 RCW to read as follows:

          (1) The superintendent of public instruction in consultation with school and educational service districts, shall develop and implement a school district consultation, evaluation, and assistance program to:

          (a) Ensure the active participation of school districts in the solution of academic, administrative, and management problems;

          (b) Accomplish an evaluation of each school district's performance at least once every three years with respect to student achievement, instructional effectiveness, compliance with statutory requirements, student retention, community involvement programs, participation in inter-district cooperative and sharing arrangements, and other factors required by the superintendent of public instruction;

          (c) Provide assistance to school districts in implementing programs that show promise of resolving special problems of general significance;

          (d) Identify exceptional programs and procedures and bring this information to the attention of other school districts.

          (2) The superintendent of public instruction shall work with educational service districts, and local school district offices in developing the evaluation process and providing technical assistance.
