AN ACT Relating to disabled parking; and adding new sections to chapter 70.92 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     In every parking lot or garage provided to serve buildings constructed after January 1, 1986, parking spaces for disabled persons shall be provided at the rate of not less than two percent of the total parking capacity of two hundred spaces or less, and one accessible parking space for every additional one hundred spaces over two hundred parking space capacity:  PROVIDED, That there shall in no case be less than one such parking space for each building.

 

          NEW SECTION.  Sec. 2.     The parking spaces required by section 1 of this act shall be located to provide the least distance to accessible facilities served, and shall abut the accessible route of travel.  Where any curb occurs between the accessible route of travel and any parking space, curb cuts shall be located to allow access to the accessible route of travel from the parking space without entering a vehicular roadway.

 

          NEW SECTION.  Sec. 3.     The parking spaces required by section 1 of this act shall be not less than twelve feet six inches wide.  Where two adjacent spaces are provided, total width may be reduced to twenty-one feet, if an access aisle with a minimum width of forty-eight inches is located between the two spaces.  Boundaries of access aisles shall be marked so that aisles will not be used as parking spaces.

 

          NEW SECTION.  Sec. 4.     Parking spaces and access aisles required by section 1 of this act shall slope not more than one in fifty, and shall be firm, stable, smooth, and slip-resistant.

 

          NEW SECTION.  Sec. 5.     Every parking space required by section 1 of this act shall be painted kelly green with a white international symbol of access visibly placed in the middle.  The parking space shall also be identified by a sign, marked with the international symbol of access, and bearing the words "legal permit required," centered from four feet to five feet above grade at the head of the required parking space.

 

          NEW SECTION.  Sec. 6.     Sections 1 through 5 of this act are each added to chapter 70.92 RCW.
