AN ACT Relating to education in maritime technology; amending RCW 28B.80.160; and making an appropriation.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

        Sec. 1.  Section 4, chapter 4, Laws of 1974 ex. sess. and RCW 28B.80.160 are each amended to read as follows:

          In the development of any such plans as called for within RCW 28B.80.150, the council shall use at least the following criteria:

          (1) Students who are eligible to attend compact-authorized programs in other states shall meet the Washington residency requirements of chapter 28B.15 RCW prior to being awarded tuition assistance grants;

          (2) If appropriations are insufficient to fund all students qualifying under subsection (1) hereof, then the plans shall include criteria for student selection that would be in the best interest in meeting the state's educational needs, as well as recognizing the financial needs of students;

(3) Beginning with the 1986-87 academic year, the council for postsecondary education or its successor agency shall select students to attend a compact-authorized program in maritime technology.  These students shall be in addition to and not supplant the students supported under other compact-authorized programs in optometry.

NEW SECTION. Sec. 2.     The sum of forty-eight thousand six hundred dollars, or as much thereof as may be necessary to provide support fees for no more than six students, is appropriated for the biennium ending June 30, 1987, from the general fund to the council for postsecondary education or its successor agency for the purposes of this act.
