AN ACT Relating to the Washington economic development coordinating council; and adding new sections to chapter 43.31 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     (1) The Washington economic development coordinating council is established.  The purposes of the council are to:

          (a) Coordinate the diverse economic development activities in the state;

          (b) Provide a framework for a state strategic development plan; and

          (c) Be the focal point for communication between the state and businesses in and out of the state.

          (2) As used in sections 2 through 4 of this act, "council" means the Washington economic development coordinating council.

 

          NEW SECTION.  Sec. 2.     (1) The council shall consist of the following members:

          (a) The governor, who shall serve as chairman;

          (b) The chairman and ranking minority member of the senate committee on commerce and labor;

          (c) The chairman and ranking minority member of the house of representatives committee on trade and economic development;

          (d) The chairman of the international trade advisory council;

          (e) The chairman of the small business improvement council;

          (f) The chairman of the tourism development commission;

          (g) The chairman of the agricultural market development task force;

          (h) The director of the department of commerce and economic development;

          (i) The director of the department of community development;

          (j) The director of the employment security department;

          (k) The director of the small business development center;

          (l) The director of the export assistance center;

          (m) The president of the Washington business roundtable;

          (n) The president of the economic development executives of Washington; and

          (o) The chairman of the high technology coordinating council.

          (2) The members of the council shall not be compensated.  Travel expenses incurred by the members may be reimbursed by the entity the member represents.

 

          NEW SECTION.  Sec. 3.     The council shall meet at least monthly.  The initial meeting shall be held within twenty-one days of the effective date of this act.

 

          NEW SECTION.  Sec. 4.     By January 1 of each year, the council shall report to the legislature and people of the state on the activities of the council and economic development programs during the previous year.

 

          NEW SECTION.  Sec. 5.     Sections 1 through 4 of this act are each added to chapter 43.31 RCW.
