AN ACT Relating to contracts for architectural and engineering services; and amending RCW 39.80.010.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

        Sec. 1.  Section 1, chapter 61, Laws of 1981 and RCW 39.80.010 are each amended to read as follows:

(1) The legislature hereby establishes a state policy, to the extent provided in this chapter, that governmental agencies publicly announce requirements for architectural and engineering services, and negotiate contracts for architectural and engineering services on the basis of demonstrated competence and qualification for the type of professional services required and at fair and reasonable prices.

(2) This chapter is applicable to political subdivisions of the state only insofar as the fair and reasonable price for the professional services required is in excess of five thousand dollars.
