AN ACT Relating to in-service training; adding a new section to chapter 28A.41 RCW; and making appropriations.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.41 RCW to read as follows:

          In addition to those state funds provided to school districts for basic education under RCW 28A.41.130 and 28A.41.140, it is an obligation of the state in meeting the requirements of Article IX of the state Constitution to fund in-service programs as specified in this section.  The legislature shall appropriate funds to be distributed to school districts for funding in-service programs and salaries at the eligible employees' regular rates for eligible employees attending those programs.  Instructional certificated staff, administrators, and teachers' aides are eligible employees for the purposes of this section.  Funding for a state-wide average of six days in a fiscal biennium shall be allocated for each eligible employee, but the school districts may allocate the funds as necessary giving every eligible employee access to at least the equivalent of four days in a fiscal biennium.  In making the initial allocation, the superintendent of public instruction shall give special consideration to the training needs of small and remote school districts.  The in-service programs offered by school districts allocated funds under this section shall meet the requirements of chapter 28A.71 RCW.

 

          NEW SECTION.  Sec. 2.     (1) The sum of forty million dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1987, from the general fund to the superintendent of public instruction for salaries of persons attending in-service programs under section 1 of this act.

          (2) The sum of two million six hundred thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1987, from the general fund to the superintendent of public instruction for the development of in-service programs under section 1 of this act.
