AN ACT Relating to teachers; adding new sections to chapter 28A.67 RCW; adding a new section to chapter 28A.70 RCW; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.70 RCW to read as follows:

          The state board of education shall establish, publish, and enforce rules determining the eligibility for an endorsement of competency in English, mathematics, science, or the social studies on the certificates of persons teaching in grades seven through twelve.  The rules shall provide for a person to have completed twenty quarter hours of instruction or the equivalent in a specific area or meet equivalent competency requirements.  A teacher shall be eligible for more than one endorsement on the certificate.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 28A.67 RCW to read as follows:

          By September 1, 1990, all certificated employees teaching English, mathematics, science, or social studies in grades seven through twelve shall have endorsements of competency in the applicable subject areas on their certificates under section 1 of this act.  The superintendent of public instruction may adopt rules waiving this requirement for not more than twenty percent of the certificated employees teaching these courses in second class school districts.

 

          NEW SECTION.  Sec. 3.  A new section is added to chapter 28A.67 RCW to read as follows:

          School districts shall allocate funds, if available, to pay the salaries and the cost of tuition and books at levels set by the district for certificated employees employed by the district by September, 1987, teaching in grades seven through twelve who apply to the district to earn  the necessary credits or to otherwise meet equivalent competency requirements to teach English, mathematics, science, or social studies.  Moneys shall not be used to cover living expenses or travel expenses.

 

          NEW SECTION.  Sec. 4.     The sum of five million dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1987, from the general fund to the superintendent of public instruction for the purposes of this act.
