AN ACT Relating to self-regulated private utilities; and adding a new chapter to Title 80 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.     (1) Self-regulated private utilities may refuse electric service for space heating to new houses which do not comply with the model conservation standards adopted by the Pacific Northwest power and conservation planning council pursuant to P.L. 96-501.

          (2) For purposes of this chapter:  (a) "Self-regulated private utilities" means cooperatives under chapter 23.86 RCW, and mutual corporations under chapter 24.06 RCW; and (b) "new houses" means houses for which building permit applications are submitted  on or after January 1, 1986.

NEW SECTION. Sec. 2.     Section 1 of this act shall constitute a new chapter in Title 80 RCW.
