AN ACT Relating to capital projects; and adding a new section to chapter 43.88 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 43.88 RCW to read as follows:

          Each agency making a proposal for a capital project or capital improvement project shall submit the proposal together with any supporting material to the capital projects review committee no later than the twentieth day of October in the year preceding the session during which the biennial budget is to be considered:  PROVIDED, That if a capital project proposal or capital improvement project proposal is submitted for a fiscal period other than a biennium, the proposal shall be submitted no less than eighty days prior to the first day of the session at which such proposal is to be considered.

          The capital projects review committee shall consider the feasibility and necessity of each proposal for a capital project or capital improvement project.  The committee shall recommend approval, modification, or rejection of the funding of each proposal.

          The capital projects review committee is hereby established and shall be composed of the chairpersons and ranking minority members of the senate and house of representatives ways and means committees, and one member appointed by each caucus.

          The capital projects review committee may establish an advisory committee composed of representatives of business and labor groups and the public to advise the review committee on project proposals.
