AN ACT Relating to prevention of drop outs in high school; and creating new sections.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The superintendent of public instruction shall establish as a pilot project an alternative high school or high school program.  The program shall be designed to give socially or economically disadvantaged high school students who have dropped out of school, who have been expelled from school, or who are working below their capacity at school a chance to achieve academic excellence and high performance.  The program shall be located in an area with a high drop-out rate.  The program shall be designed to help students meet all the criteria for a high school diploma.  The program shall emphasize innovative approaches and the acquisition of academic and vocational skills.  The program shall be designed for a student to instructor ratio of five to one.  The program shall further be designed to provide supervised work experience in the community.  Assistance from private industries and businesses shall be sought.

          The superintendent of public instruction shall contract with a private for-profit or private nonprofit organization on an open competitive basis to carry out the purpose of this act.

          This section shall expire June 30, 1987.

 

          NEW SECTION.  Sec. 2.     By January 1, 1988, the superintendent of public instruction shall report to the legislature on the results of the high school program under section 1 of this act.

 

          NEW SECTION.  Sec. 3.     Implementation of this act shall be subject to funds being appropriated or available for the purposes of this act.
