AN ACT Relating to crisis management centers for homeless residents; creating new sections; making an appropriation; and providing an expiration date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The legislature finds that there is a need for creation of a pilot program to establish resource crisis management centers for homeless residents of this state.  The pilot program should provide counseling, food, emergency shelter information and referral, medical care, mental health care, and other services as necessary to promote the transition of these individuals to a safe and stable living environment.

 

          NEW SECTION.  Sec. 2.     (1) The department of community development shall have the responsibility for the establishment and operation of the pilot program authorized in section 1 of this act.

          (2) The department of community development shall establish homeless resource crisis management centers in Seattle, Tacoma, Yakima, and Spokane.

          (3) The department of community development shall coordinate the operation of the crisis management centers with public and private social service agencies and with state-federal programs designed to assist the homeless.

 

          NEW SECTION.  Sec. 3.     The department of community development shall make a report to the legislature on the operation of the pilot program for homeless resource crisis management centers by January 15, 1987.

          The report shall include at least the following information:

          (1) A description of the types of services provided and the number of individuals served by each type of service; and

          (2) An analysis of the effects of each service in assisting individuals into safe and stable living environments.

 

          NEW SECTION.  Sec. 4.     There is appropriated from the general fund to the department of community development for the biennium ending June 30, 1987, the sum of two hundred fifty thousand dollars, or so much thereof as may be necessary, to carry out the purposes of this act.

 

          NEW SECTION.  Sec. 5.     This act shall expire on July 30, 1987.
