AN ACT Relating to state management and efficiency; and adding a new section to chapter 43.01 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 43.01 RCW to read as follows:

          (1) The state management and efficiency commission is established within the office of the governor.  The commission consists of five persons, appointed by the governor, who are experienced in the fields of public management and organization.  The members shall serve at the pleasure of the governor.

          (2) The commission shall advise the legislature, the governor, and the agencies and departments of the executive branch on management and efficiency, including but not limited to:

          (a) The management, organization, and structure of the executive branch or any of its departments;

          (b) State personnel policies, particularly as they relate to productivity; and

          (c) Proposals to increase the efficiency of state programs or services.

          The commission may submit its recommendations to the governor, agency directors, and the legislature, as appropriate, including any proposed legislation, rules, or executive orders.

          (3) Members of the commission shall not be compensated but shall be reimbursed for travel expenses as provided in RCW 43.03.050 and 43.03.060.

          (4) The commission may receive such gifts, grants, and endowments from public and private sources as may be made from time to time for the use and benefit of the purposes of the commission, and may expend such sums pursuant to the terms of the gift, grant, or endowment.

          (5) Subject to legislative appropriation, the commission may employ a staff or contract for services or consultants if existing state resources are inadequate for the commission's purposes.
