Any appropriations made to the secretary of state shall, on the effective date of this act, be transferred and credited to the department of licensing.

NEW SECTION.  Sec. 7.     Nothing contained in sections 1 through 6 of this act may be construed to alter any existing collective bargaining unit or the provisions of any existing collective bargaining agreement until the agreement has expired or until the bargaining unit has been modified by action of the personnel board as provided by law.

NEW SECTION.  Sec. 8.     This act shall take effect January 1, 1987, if the proposed amendment to Article III of the state Constitution abolishing the office of secretary of state is validly submitted to and is approved and ratified by the voters at a general election held in November 1986.  If the proposed amendment is not so approved and ratified, this act shall be null and void in its entirety.
