AN ACT Relating to directional signs; and adding a new section to chapter 47.42 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 47.42 RCW to read as follows:

          The commission may authorize directional signs for shopping centers to be installed on the right of way of state highways, other than interstate highways, when each of the following conditions exist:

          (1) The shopping center is located within one mile of the roadway;

          (2) The shopping center is not sufficiently visible from the roadway to enable motorists to safely exit the main traveled way to enter the shopping center;

          (3) Supplemental follow-through directional signing is required at key decision points to direct motorists to the shopping center if it is not clearly visible from the point of exit from the main traveled way;

          (4) The shopping center is unique to the community or locale in which it is located, contains at least ten retail outlets likely to be of interest to the general public, and contains or is adjacent to providers of motorist services such as gasoline or food; and

          (5) Federal requirements, state law, or local ordinances prohibit the installation of a sign located adjacent to the right of way as authorized in RCW 47.42.040(4).
