AN ACT Relating to the purchase of fuel for ferry vessels; and adding a new section to chapter 43.19 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 43.19 RCW to read as follows:

          The director of general administration shall delegate the authority to purchase fuel used in the operation of ferry vessels by the state to the department of transportation.  The department of transportation may purchase fuel by competitive bidding or by direct negotiation.

          In exercising this authority the department of transportation shall acquire fuel at the lowest possible acquisition cost.  Acquisition cost means the sum of all costs incurred by the department of transportation to purchase fuel and to obtain delivery of fuel to ferry vessels at times and locations required to achieve the efficient operation of the vessels, including costs incurred by the department of transportation to achieve the transfer of fuel from vendors' facilities to ferry vessels or storage facilities maintained by the department of transportation.
