AN ACT Relating to the Washington centennial celebration; creating new sections; and making an appropriation.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION.  Sec. 1.     The legislature recognizes a need for the creation of an appropriate symbol for the state centennial celebration in 1989.  This symbol should increase the pride of the citizens in our state and be displayed at similar celebrations throughout our country and the world.

NEW SECTION.  Sec. 2.     The legislature finds that the construction of a sailing ship of a style known as a "Tall Ship" which attracted so much attention and admiration during our nation's centennial would meet the intent and purpose of section 1 of this act.

NEW SECTION.  Sec. 3.     (1) The construction of a "Tall Ship" to carry the name and flag of the state of Washington is therefore authorized.

          (2) The ship shall be constructed of local materials, utilizing McNeil Island as a suitable location for construction.  The use of the prison population shall be encouraged to provide a workforce for the project.

          (3) A supervisor of construction who shall have the necessary expertise to complete the project shall be appointed by the governor.  Recommendations for the position shall be sought from maritime agencies and organizations in the state.

NEW SECTION.  Sec. 4.  There is appropriated from the general fund to the office of the governor for the biennium ending June 30, 1987, the sum of one million dollars, or so much thereof as may be necessary, to carry out the purposes of this act.
