                                    SENATE CONCURRENT RESOLUTION NO. 103

WHEREAS, Engrossed House Concurrent Resolution No. 3 of the 1983 regular session of the Washington state legislature extended the Joint Legislative Committee on Science and Technology; and

          WHEREAS, The Joint Committee has submitted its report to the 1985 legislative session which contains its evaluation and recommendations concerning the continued operation of the science and technology information system for the Washington state legislature; and

          WHEREAS, The Joint Committee has been responsible for the design and implementation of the science and technology information system for the legislature and has received grant money to continue this function;

          NOW, THEREFORE, BE IT RESOLVED, By the Senate of the State of Washington, the House of Representatives concurring, That the Joint Legislative Committee on Science and Technology is extended throughout the term of the 49th Legislature with four members appointed by the President of the Senate and four members by the Speaker of the House.  In each case, two members shall represent each caucus.  Vacancies shall be filled in the same manner as the original appointment; and

          BE IT FURTHER RESOLVED, That the Joint Committee shall continue to implement the science and technology information system for the state legislature; and

          BE IT FURTHER RESOLVED, That the Joint Committee shall evaluate those issues and problems it deems important plus those referred to it.  Normally the issues and problems would contain scientific and technical information and require input from more than one standing committee.  The Joint Committee shall submit a report to the initial session of the 50th Legislature.  The Joint Committee shall cease to exist at the time the 50th Legislature is convened; and

          BE IT FURTHER RESOLVED, That the Senate and the House of Representatives provide necessary resources, as approved by the Senate Facilities and Operations Committee and the House Executive Rules Committee, to support the activities of the Joint Committee; and

          BE IT FURTHER RESOLVED, That personnel matters shall be dealt with by a personnel subcommittee, subject to review by the Senate Facilities and Operations Committee and the House Executive Rules Committee.  Existing staff of the Joint Committee shall continue to serve; and

          BE IT FURTHER RESOLVED, That the chairman of the Joint Committee shall be appointed at the conclusion of the first regular session by the presiding officer of that house of the legislature opposite the one in which the outgoing chairman served.  The vice-chairman shall be appointed from the house opposite that of the chairman, and shall represent a different political party from the incoming chairman.  The Joint Committee shall establish procedures, consistent with its grants and appropriations, for approving and reimbursing member and staff travel,  selection of consultants, and lease or acquisition of facilities, space, and equipment; and

          BE IT FURTHER RESOLVED, That the Joint Committee may apply for, receive, and expend federal or other grant funds for the purpose of carrying out its tasks.  The Joint Committee shall be directly accountable to the granting party for administration of grant funds and compliance with the terms and conditions of any grants received; and

          BE IT FURTHER RESOLVED, That the Joint Committee may appoint a technical advisory committee made up of representatives of the public and private scientific communities to assist the Washington state legislature in the design and implementation of a science and technology information system.
