TO THE HONORABLE RONALD REAGAN, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED, AND TO THE SECRETARY OF STATE AND THE PRESIDING OFFICERS OF THE HOUSE OF THE LEGISLATURE OF EACH OF THE OTHER STATES IN THE UNION:

          We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

          WHEREAS, The Legislatures of the several states have indicated their desire for an amendment to the federal constitution regarding the federal budget; and

          WHEREAS, Such an amendment has been introduced in both the United States Senate and United States House of Representatives; and

          WHEREAS, Certain refinements to the proposed amendment have been suggested;

          NOW, THEREFORE, Your Memorialists respectfully suggest that the proposed amendment should be amended to include:

          (1) A move to a biennial federal budget;

          (2) A requirement that the President submit a balanced budget;

          (3) A grant to the President of the line-item veto on appropriations; and

          (4) A provision preserving to the legislative branch, subject to the veto of the executive, all authority regarding budget process and priorities.

          BE IT FURTHER RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Ronald Reagan, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, each member of Congress from the State of Washington, and to the Secretary of State and presiding officers of the Houses of the Legislatures of each of the other States in the Union.
