TO THE HONORABLE RONALD REAGAN, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED, AND TO THE UNITED STATES DEPARTMENT OF EDUCATION:

          We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

          WHEREAS, The United States government has adopted a policy to allow and encourage immigration of peoples from other countries, particularly from Southeast Asia; and

          WHEREAS, The State of Washington has accepted large numbers of these immigrants to work and to live; and

          WHEREAS, The Washington public educational system has been unusually impacted by the educational needs of limited or non-English speaking immigrant children and their families;

          NOW, THEREFORE, Your Memorialists respectfully pray that the United States Department of Education adopt a program of financial assistance for Washington and those other states which have an extraordinary presence of emigres in the public educational system.

          BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Ronald Reagan, President of the United States, the Department of Education, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
