TO THE HONORABLE RONALD REAGAN, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:

          We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

          WHEREAS, The level of the current huge federal deficit is unacceptable; and

          WHEREAS, Immediate steps must be taken to substantially reduce this deficit; and

          WHEREAS, In a Congressional review to eliminate this deficit all federal programs should be included in the review; and

          WHEREAS, The citizens of Washington state realize that this is a difficult problem because they must live with a balanced state budget even though it is politically unpopular at times;

          NOW, THEREFORE, Your Memorialists respectfully pray that Congress enact statutory spending limits that reduce the deficit to zero and that require a two-thirds majority vote of Congress to be waived.

          BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Ronald Reagan, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
