BACKGROUND:

 

State law establishes a civil service system of employment for each county sheriff's office.

 

Several counties have established a county personnel system under their county charters for employees other than classified employees in the sheriff's office.

 

Legislation was enacted in 1980 authorizing personnel employed in a county personnel system to transfer before June 30, 1981, to newly created classified positions in the deputy sheriffs' civil service system that were created by the transfer of functions to the civil service system, without meeting open competitive examination requirements, if approved by the civil service commission.

 

SUMMARY:

 

SUBSTITUTE BILL:  The date is eliminated by which employees in county personnel systems could transfer to classified civil service positions in the deputy sheriffs' civil service system that were created by the transfer of functions to the civil service system, without meeting open competitive examination requirements, if the transfers are approved by the civil service commission.

 

SUBSTITUTE BILL COMPARED TO ORIGINAL:  Technical changes clarifying that such transfers could occur after June 30, 1981.
